It commemorates the 42 or more people killed during the Coastal cities events in December 1970. It is the first monument to the victims of communist oppression to be erected in a communist country.

Three majestic crosses with anchors - symbols of hope - have been erected to commemorate the bloody victims of the workers' strikes in December 1970. The crosses are 42 m high and weigh 140 tons.
